Rukungiri District Approves UGX 69.1 Billion Budget for 2026/27 Financial Year
Rukungiri: The Rukungiri District Council has approved a budget of UGX 69.1 billion for the 2026/2027 financial year, reflecting an 11 percent increase from the UGX 62.5 billion approved for the 2025/2026 financial year.
The budget was approved on April 30, during the final council sitting for the 2021–2026 term held at the Rukungiri District Council Hall. The meeting was chaired by the District Speaker, James Turyamubona, while the Secretary for Finance, Planning and Administration, Hon. Gideon Ntungura, tabled the budget before council.
According to the budget framework, the education sector received the largest share with UGX 36.1 billion, followed by health with UGX 9.9 billion and administration with UGX 12.7 billion.
Other allocations include UGX 4.4 billion for Production and Marketing, UGX 1.87 billion for Roads and Engineering, UGX 1.07 billion for Water, UGX 938 million for Statutory bodies, UGX 682 million for Natural Resources, UGX 411 million for Planning, UGX 410 million for Finance, UGX 322 million for Community services, UGX 140 million for Trade, Industry and Local Development, and UGX 87 million for Internal Audit.
The wage component of the budget stands at UGX 41.1 billion, mainly covering salaries in education, health, agricultural extension and skills development sectors. The non-wage recurrent expenditure is estimated at UGX 21.4 billion, while the development budget is UGX 6.5 billion.
Council noted that the development budget remains low, which may affect implementation of capital development projects across the district.
The district expects to receive UGX 59.4 billion through conditional central government transfers and UGX 5.8 billion under discretionary government transfers.
Other government transfers amounting to UGX 1.79 billion will support projects such as irrigation for climate resilience, road maintenance through the Uganda Road Fund, UNEB PLE activities, UWEP, Youth Livelihood Programme and physical planning.
Rukungiri District also expects to collect UGX 1.56 billion in locally raised revenue, while donor funding is projected at UGX 470 million from partners including UNICEF, GAVI, WHO and the Global Fund for HIV/AIDS and Malaria.
According to the approved estimates, central government funding will contribute 97 percent of the district revenue, while local revenue and donor funding will contribute 2 percent and 1 percent respectively.
