IGG office opens inquiry into corruption allegations against Rukungiri PIA Aine Sarah Kamara.

Rukungiri: The office of the Inspector General of Government (IGG) has opened up inquiries into allegations of corruption and abuse of office against the Rukungiri District Principal Internal Auditor (PIA) Sarah Aine Kamara.

The Investigations comes after a complaint was brought to the attention of the IGG’s office by a whistle blower who accused Aine of being involved in corruption, abuse of Authority and public sector fraud.

In a petition seeking the IGG’s intervention, the whistle blower further accuses the PIA of abusing the leadership code of conduct act, anti corruption act and the public service standing orders.

Aine is said to have been illegally charging all the 162 public primary schools a mandatory audit fee of Ugshs 40,000 per term. This contravenes section 2, 10 of the anti corruption act and the penal code act cap 128 which prohibits obtaining money by false pretence.

Furthermore, the petitioner contends that Aine in her capacity as the PIA has been conducting official operations in un-gazetted zonal centers and this is in breach of data security.

It is allegedly said that Aine has always issued formal calling notices directing head-teachers to transport confidential accountability files, minutes and attendance lists for school management committee, lists of enrollment, approved budget work plan, staff lists and asset registries (government official documents) to un-gazetted zonal centers. 

This, the petitioner said is done without any authorization from the ministry of local government, ministry of public service or any minute from the Rukungiri district council. This violates the data protection and privacy act Cap 97 regarding data security which directs that all audits must be carried out in the district internal audit office and on school premises to physically verify the staff presence and assets.

Aine is further accused of Forgery of accountability records and false entries.

The petitioner notified the IGG’s office that the PIA falsely justifies allowances and per diems for school visits she never made by forcing the head teachers to carry institutional visitors books to the un-gazetted zonal centers in which she signs, creating a false paper trail to prove she spent days evaluating individual school grounds. 

It is said school heads who fail or refuse to pay the Ugshs 40, 000 (said to be illicit) are targeted by the PIA with administrative malice by manufacturing falsified, heavily distorted negative audit reports against them.

The petitioner asked the IGG office to intervene and carry out investigations into what he says is a gross violation of the public standing orders.

The IGG office confirmed receiving the petition on June 10, 2026 and have accordingly ordered investigations into the allegations.
