8 Emyooga Saccos in Rukungiri Named Most Dormant Due to Poor Leadership and Neglect
Rukungiri: Eight Emyooga Saccos in Rukungiri have been identified as the most dormant among the 54 Saccos operating within the district.
This was revealed on April 16, by the Zonal Manager for the Microfinance Support Center for the Kigezi Sub-region Powa Emmanuel, during a general meeting aimed at addressing issues facing Emyooga Saccos in the district’s three constituencies: Rujumbura, Rubabo, and Municipality.
The meeting, held at the Rukungiri District headquarters, focused on finding ways to revitalize the Saccos, improve savings, and reduce defaults. Emmanuel explained that there are several Saccos in the district that are underperforming, particularly those in the Rubabo and Rujumbura areas.
Among the dormant groups are Rubabo Youth, Rujumbura Youth, Rujumbura Tax Operators, Rujumbura Produce Dealers, Rujumbura Tailors, Rujumbura Performing Artists, Rujumbura Veterans, and Rubabo Journalists.
Emmanuel blamed the lack of leadership and neglect of roles by Sacco leaders for the dormancy of these groups. He urged leaders to take action and remobilize their members, emphasizing that the Saccos continue to receive seed capital every year.

In the same meeting, Rukungiri District’s Commercial Officer, Keithright Ainebyoona, highlighted key issues contributing to the poor performance of these Saccos, including infrequent meetings, poor record-keeping, lack of accountability, and weak cooperation among members. He urged Sacco members to hold regular meetings, maintain proper records, and focus on building trust and teamwork to improve performance.
Ainebyoona also stressed that accountability and cooperation are essential for the Saccos to thrive. Rukungiri District has 54 Emyooga Saccos.
