Rukungiri RDC Enforces New Boat Limits at Rwenshama Landing Site

Rukungiri: The Rukungiri Resident District Commissioner (RDC), Bron Kikanshemeza, has started implementing a presidential directive to regulate the number of boats at landing sites. At Rwenshama Landing Site on the shores of Lake Edward in Bwambara Sub-county, the number of licensed boats has been reduced from 100 to 33.

The exercise was carried out on April 23, as part of efforts to control illegal fishing and protect fish stocks.

According to RDC Kikanshemeza, the directive from the President of Uganda, communicated through the Chief of Defence Forces, Gen Muhoozi Kainerugaba, requires that each landing site operates only 33 licensed boats. However, Lake Victoria will be allowed 66 boats, reduced from more than 680.

The directive also requires RDCs to oversee the selection of new fisheries committees at landing site, sub-county, and district levels. These committees must not include former members or active politicians.

In addition, 30 marine security personnel will be deployed to enforce regulations and protect the waters.

Kikanshemeza explained that each of the 33 boats will be operated by three people, making a total of about 100 workers. Each group will sign a memorandum of understanding (MOU) to ensure proper management of the boats, while the rest will stop operating.

He added that each committee will have seven members, including representatives for youth and women. These committees will serve for two years, with the possibility of renewal.

Their responsibilities will include enforcing fishing laws, stopping illegal practices such as night fishing using lights, preventing fishing in breeding zones, and ensuring all boats and workers are licensed. They will also stop sand mining in lakes and ban permanent structures within 200 meters of the lake shores.

The directive aims to eliminate illegal fishing, protect breeding areas, and improve safety for fishmongers who have been facing attacks from pirates.

However, the LC3 Chairperson of Bwambara Sub-county, Chris Kagayano, expressed concern about the move. He said the previous 100 boats supported over 600 people, including porters. With the reduction, only about 200 people will benefit directly, leaving many without income.

Rukungiri Municipality Mayor, Charles Makuru, supported the directive, saying it will help protect fish resources. He also asked the government to limit the number of fishing nets used by individuals.

The Rukungiri District Fisheries Officer, Dan Mugyenyi Byamugisha, urged residents to comply with the directive and explore other income-generating activities outside fishing. He added that the government plans to support affected people through SACCOs to help them start alternative businesses.
