RDC Halts Commissioning of School Block in Rukungiri Over Poor Workmanship

Rukungiri: The Resident District Commissioner of Rukungiri District, Bron Kyikanshemeza, has refused to commission a newly constructed three-classroom block at Bishops Kasheshe Primary School in Buyanja Sub-County, citing poor workmanship.

The incident happened on April 15, during an official handover ceremony, where the RDC was expected to commission the project on behalf of the government. However, after inspecting the building, he identified several construction defects and stopped the process, saying he could not approve what he described as a half-baked structure.

Kyikanshemeza directed the district engineering team and the contractor to correct the identified problems before the facility can be officially handed over.

School authorities, including Headteacher Annet Musasizi and PTA chairperson Jessica Begyirira, said that although the outside of the building looks good, there have been concerns about the quality of the floor and visible cracks.

The Rukungiri District Engineer, Julius Bagyira, acknowledged the concerns but explained that cracks in cement floors can occur due to several factors, such as poor curing when water is not properly applied during construction. He noted that this does not always mean the entire building is poorly constructed.

Earlier in the day, Kyikanshemeza commissioned a two-classroom block at Mabanga Primary School in Mabanga Parish, Kebisoni Sub-county. The project was constructed by Talented Engineering and Supplies Ltd at a cost of over 94 million shillings.

At Katojo Primary School in Buyanja Town Council, another two-classroom block was also commissioned. The project was completed by SBR General Supply and Construction Ltd at a cost of 102 million shillings.
