Battle of the Generals: Jim Muhwezi and Henry Tumukunde Face Off for Rukungiri NRM Chairperson.
Rukungiri: As the ruling National Resistance Movement (NRM) prepares to elect its District Executive Committees tomorrow, May 23, 2025, Rukungiri District is the center of attention. Three strong contenders two retired generals and a rising politician are battling for the powerful position of NRM District Chairperson. The race has sparked intense debate both within Rukungiri and across the country.
The Candidates
1. Maj. Gen. (Rtd) Jim Muhwezi Katugugu
Jim Muhwezi is a seasoned politician and former soldier who has led the NRM in Rukungiri for decades. He currently serves as Uganda’s Minister for Security and is also the Member of Parliament for Rujumbura County.
Background and Education
Born on August 23, 1950, in Rukungiri District, he holds a Bachelor of Laws from Makerere University and a Diploma in Legal Practice from the Law Development Centre. He also trained in military police and security intelligence in Tanzania and the Soviet Union.

2. Lt. Gen. (Rtd) Henry Tumukunde
Henry Tumukunde is a decorated UPDF veteran and lawyer who once served as Minister for National Security. He ran for president in 2021 and is now seeking to lead the NRM in Rukungiri.

Born on February 28, 1959, in Rukungiri District, he studied law at Makerere University and obtained a Diploma in Legal Practice in 2010. He also holds an Executive Master’s in Oil and Gas Management from Geneva.

Head of ISO and commanding officer of UPDF’s 4th Division in Gulu
Appointed Minister of Security in 2016, relieved in 2018

Tumukunde is known for his bold political stands and is currently campaigning to represent Rukungiri Municipality in Parliament.
3. Kabano Apollo Kyabarongo
Kabano Apollo is a fresh face in Rukungiri’s high-stakes politics. He has declared interest in both the Rukungiri NRM Chairperson position and the Rukungiri Municipality MP seat.
While he may not carry a military background like his rivals, Kabano has built grassroots support and presents himself as a youthful alternative ready to steer the NRM with new ideas.
