Rukungiri Council Orders Probe into Alleged Tax Revenue Leakages in Sub-counties

Rukungiri: Rukungiri District Council has directed its Finance Committee and the Chief Administrative Officer (CAO) to investigate alleged revenue leakages in several sub-counties following concerns over poor tax collection, suspected embezzlement and irregular business licensing.

The resolution was reached on November 4, during the council’s second sitting for the 2026/2027 financial year, held at Rukungiri District Council Hall under the chairmanship of District Speaker Hon. Albert Ahabwe Rwamugata.

The concerns were raised by Nyakishenyi Sub-county District Councillor, Brian Ainebyoona Bantu, who accused some market tenderers and responsible technical officials of failing to remit government revenue collected from markets and business operators.

Bantu cited Nyakishenyi Sub-county, which has several active monthly markets, including Mukagaana, Kilimbe and Iterero.

He questioned why only Iterero Market is officially registered as a revenue-generating market at the CAO’s office, yet the other markets are also operational.

He further alleged that some market tenderers work with local authorities to collect unofficial taxes and issue questionable payment stamps, leading to possible loss of government revenue.

Rukungiri District Youth Councillor Harmony Tumwesigye also raised concerns about business taxation and licensing.

Tumwesigye said he has operated a business in Nyabugando Trading Centre, Masya Parish, Nyakagyeme Sub-county, for the past eight years, but no government official has ever visited his business to assess or collect the required taxes and trading licence fees.

In response, District Speaker Hon. Albert Ahabwe Rwamugata directed the Finance Committee to carry out an on-ground assessment and investigate the allegations, particularly in Nyakishenyi Sub-county, before council takes further action against those found responsible.

Rwamugata noted that Nyakishenyi was previously among the district’s leading sub-counties in revenue collection but had experienced a significant decline, dropping to the second-last position alongside Bwambara Sub-county.
