Kebisoni Town Council Prioritises Office Expansion in 2027/2028 Budget
Rukungiri: Kebisoni Town Council in Rukungiri District has prioritised the expansion of offices for its technical staff in the 2027/2028 financial year to address congestion and accommodate more workers.
This was revealed during the town council budget conference held on October 14, at the council headquarters in Kebisoni, where authorities presented priorities identified by residents from 26 cells across the four wards of the town council.
Other priorities for the 2027/2028 financial year include extending piped water to more areas across the wards, rehabilitating water springs and boreholes, constructing pit latrines and staff quarters for health workers, installing street lights and developing physical plans for the town council, among others.
Speaking to our news reporter after the meeting, Kebisoni Town Council Mayor Leonard Muhungunzi said the existing offices are too small and congested to accommodate the technical staff.
Muhungunzi explained that the treasurer shares a small office with the auditor, while the senior assistant town clerk and assistant town clerk do not have separate offices. He added that some political leaders also face challenges due to limited office space.
The mayor said the council plans to relocate the technical team to the former Kebisoni Sub-county offices, which are currently occupied by National Identification and Registration Authority (NIRA) offices, subject to approval by the council.

The Senior Assistant Town Clerk of Kebisoni Town Council, Norman Agaba, said the council faces several challenges, including understaffing, a limited tax base and a lack of transport facilities.
Agaba said the town council currently has only 21 staff members against an approved structure of 56 employees. He added that the council covers a large area comprising 26 cells, making service delivery more challenging.
He said the council hopes to recruit more staff in the 2027/2028 financial year, making the expansion of office space necessary to accommodate the additional workers.

Meanwhile, the Speaker of Kebisoni Town Council, Karuru Sam, said the council would like to construct a bigger administrative building that could also accommodate the council hall.
Karuru added that the council plans to sensitise residents about the importance of paying taxes to increase local revenue and support service delivery.
