
Rukungiri District Council Holds Special Sitting to Honor Late Elder Councilor Francis Ndazaarwe
Rukungiri: The Rukungiri District Council has held a special sitting to pay tribute to the late Hon. Francis Ndazaarwe, the District Councilor representing elders.
The emergency session, held on Saturday, October 18, 2025 at the Rukungiri District Headquarters, was attended by several dignitaries, including the district security heads, family members of the deceased, and Ingrid Turinawe, an aspiring Member of Parliament for Rukungiri Municipality on the PFF ticket and former Rukungiri District Speaker 25 years ago.

According to his son, Samuel Kazoora, the late Ndazaarwe, aged 74, passed away in Kampala on Wednesday after battling prostate cancer for six and a half years.
At around 10:00 a.m., the District Speaker James Turyamuboona received the casket and later suspended several council rules of procedure, including rules 4, 9, 115, and 116. These rules cover the official language used in the council, seating arrangements, carrying restricted items like firearms and walking sticks, and the dress code. The Speaker explained that the suspension was meant to allow everyone, including non-council members, to participate in the special sitting honoring the late councilor.
During the session, the District Councilor for Workers and Secretary for Education, Commercial Services, and Tourism, Cledonia Musiimenta, moved a motion of condolence in honor of their departed colleague. The motion was seconded by Alex Tumuramye, the Councilor for Nyakagyeme Sub-county.
In the motion, the council eulogized the late Ndazaarwe as a devoted leader, a hardworking representative, and a passionate advocate for community development. They extended their heartfelt sympathies to his family and the entire district.

Several councilors, including Mbabazi Milly(Female Councilor for Elders), Albert Mugisha Rwamugata(Councilor for Buyanja Sub-county), Micheal Byarugaba(Councilor for Western Division and Secretary for Production, Works, and Natural Resources), and Macklin Sabiiti (Female Councilor for Buyanja Sub-county and Buyanja Town Council), described the late Ndazaarwe as a disciplined advisor, a timekeeper, and a team player who was a strong pillar in the council.
District LCV Chairperson Geoffrey Kyomukama praised the late Ndazaarwe as a strong NRM supporter who was smart both physically and intellectually.

The late Francis Ndazaarwe, a retired health worker, last served as the District Health Educator at Rukungiri Health Centre IV. He was born on December 23, 1950 and is survived by 12 children, four boys and eight girls.
He will be laid to rest on Sunday, October 19, 2025, at his home in Rusheshe, Buhunga Sub-county, Rukungiri District.
