Councilor Rwamugata Accuses Rukungiri Officials of Interference in DEC Censure Motion

Rukungiri: The district councilor representing Buyanja sub-county and lead petitioner in the censure motion against members of the Rukungiri District Executive Committee (DEC) Albert Mugisha Rwamugata, has accused the top district officials of obstructing the process by interfering with the collection of signatures.

The censure motion, which began in June 2024, was returned to the mover during a council sitting on August 28, 2024 by district council Speaker James Turyamubona.

The speaker cited the motion’s failure to comply with necessary legal and technical requirements.

Rwamugata, along with other motion supporters, accused Micheal Byarugaba, the Secretary for Production and Natural Resources committee, Santrinah Nahwera, the district vice chairperson, and Gideon Ntungura, the Secretary for Finance, Planning, and Administration, of misleading the LC V Chairperson and making significant decisions without consulting the district council.

They further allege that these officials conspired with the speaker to create reasons to block the motion and bribed councillors to refrain from signing it.

Rwamugata stated that they will ensure all necessary requirements are met and, if the motion is blocked again, they will pursue legal action in courts of law.

 However, Speaker James Turyamubona denied the allegations, asserting that the motion lacked basic requirements. He emphasized that while it is the councilors’ mandate to initiate the censure process, they must adhere to the required standards before presenting the motion.
