Buyanja Sub-county Struggles With Dilapidated Building.
Rukungiri: Authorities at Buyanja Sub-county headquarters in Rukungiri district are struggling to operate in a dilapidated building.
Authorities say the facility has never been renovated since it was first commissioned on March 23, 1949 putting their lives at risk of falling walls.
Currently the building houses key sub-county offices, including the LCIII Chairperson, the Sub-county Chief, among others.
During an interview with our reporter in Buyanja Town Council recently, the sub-county LCIII Chairperson, Emmy Abaga Rubondo, revealed that they began using the old building after the creation of Buyanja Town Council.
The government policy required sub-county officials to vacate their previous offices to make room for the new town council.
As a result, they were forced to occupy this old structure while waiting for their new offices in Buhandagazi cell, Nyabiteete Parish, that are still under construction.
According to Rubondo, the government allocated 50 million shillings for the construction of new sub-county offices, but the funds were insufficient, and the project stalled at the beam level. Although well-wishers contributed to roof the building, the structure remains unfinished.
He also mentioned that a recent hailstorm caused severe damage to the office roof, resulting in leaks. The building is now in a such poor condition that staff have to pack up and leave whenever it threatens to rain to avoid potential collapse.
Despite reporting the situation to the office of the Rukungiri Chief Administrative Officer, no action has been taken for the past five years.
Albert Mugisha Rwamugata, the district councilor for Buyanja sub-county highlighted that the current sub-county offices were built when President Yoweri kaguta Museveni was still in primary school.
To complete the new sub-county offices, Rubondo reveals an additional UGX 160 million is needed, on top of the UGX 50 million already received.
