Rukungiri: The Minister of State for Local Government, Hon. Balaam Barugahara, has directed security agencies and State House Anti Corruption unit to arrest and charge Nyakishenyi Sub-county LC3 Chairperson Wednesday Twinomujuni and former sub-county speaker, now Chairperson of the Sub-county Area Land Committee, Lovence Asiimwe, over alleged misappropriation of government funds.

Balaam issued the directive on Wednesday, October 28, 2026, while addressing a gathering at Rukungiri Main Stadium during his campaign to Expose the Corrupt.

The minister alleged that President Yoweri Kaguta Museveni donated 100 million shillings to Mihenvu SACCO, but the funds were misappropriated by Twinomujuni and Asiimwe.

He further claimed that the President donated two lorries to Nyakishenyi Coffee Growers Cooperative and another truck to Engabo Actors to facilitate the transportation of their materials. However, he alleged that the vehicles were later sold by Twinomujuni.

Balaam also alleged that a double-cabin pickup truck donated to Rubira Twekambe Group by the President was sold by former Kashenyi Secondary School headteacher Canon Mackay Twinomujuni Wycliffe and Augustine Byaruhanga Julius without the knowledge of the other beneficiaries. He directed that the two also be arrested.

The minister further accused Twinomujuni of allegedly selling land belonging to a cooperative in Rwanyondo Parish, Nyakishenyi Sub-county.

He also alleged that Twinomujuni and Asiimwe received 500 million shillings from Kigezi Growers Union through its chairperson, Musasizi, which he claimed was subsequently misappropriated.

In another allegation, Balaam said funds belonging to Nyarwanya SACCO had been misappropriated by individuals he identified as Alex, Mackky Twinomujuni, Tumuranye and SACCO Chairperson Bangowaki. He called for their interdiction.

The minister emphasized that the government would not tolerate corruption or the misuse of public funds intended to improve people’s livelihoods. He said those found responsible should be held accountable under the law.
