Rukungiri Awaits Museveni with 2008,2016 Pledges Still Pending
Rukungiri: As Rukungiri District prepares to host President Yoweri Kaguta Museveni on Wednesday, November 26, local leaders are raising concern over several pledges the President made in 2008 and 2016 that remain unfulfilled.
According to the Rukungiri District LC5 Chairperson, Geoffrey Kyomukama, the President made a number of commitments during past campaigns. While some have been delivered, many key projects are still pending.
Among the unfulfilled pledges is a school bus for Kashenyi Secondary School. Kyomukama also said that the long-promised district hospital has not been completed, leaving gaps in the district’s medical referral system.
Other unfulfilled promises include, A start-up fund to turn the 150-hectare Bwanga Stock Farm into a district demonstration farm, Upgrading Uganda Martyrs Technical Institute Nyarushanje into a branch of Mbarara University of Science and Technology (MUST), Farming tractors, at least one for each of the 16 sub-counties and town councils, Tarmacking roads around Kisizi Hospital during its Golden Jubilee, and the commissioning of the Kisizi Power Plant.
More road equipment for both Rukungiri District and Rukungiri Municipality, Completion of the Bwambara–Bugangari water project, A vehicle for the National Fellowship of Born Again and Pentecostal Churches of Kigezi, pledged through the Prime Minister.
The UGX 100 million pledge made by Gen. Kahinda Otafiire on behalf of the President to support construction of a girls’ dormitory at Kinyasano Girls’ High School, Electricity extension in areas that still lack power, Installation of large drainage pipes in mountainous areas affected by heavy water run-off.
Several tarmac road projects promised in 2016, including, Muhanga–Kisizi–Kebisoni Road, Kanungu–Kisizi–Nyakishenyi Road, Kitagata–Rukungiri–Mitooma Road, and UGX 100 million pledged to North Kigezi Diocese for the construction of the cathedral.

In response, on November 21, the Assistant Resident District Commissioner for Rukungiri, Dickens Muhoozi, said the district is fully prepared to update the President on the status of his pledges, highlighting both achievements and areas that still require support.
Muhoozi added that the district has compiled a clear list of all unfulfilled pledges and will present it during the visit. He noted that selected speakers have been guided on what to request from the President and are confident he will listen to the district’s needs, as he does wherever he goes.
