Priest Criticizes Government Over Poor Infrastructure at St. Francis Buhunga High School

Rukungiri: The Parish Priest of Rutooma Catholic Parish in Buhunga Sub-County, Rev. Fr. Fisher Byaruhanga, has criticized the government of Uganda for neglecting St. Francis Buhunga High School, especially in terms of infrastructure since its establishment in 1984.

Fr. Byaruhanga made the remarks on March 18, during celebrations to recognize the school’s excellent performance in the 2025 UCE and UACE examinations.

He appreciated the efforts of teachers, led by Headteacher Julius Kakwara, for remaining committed despite numerous challenges. These include lack of staff accommodation, limited government-paid teachers, and inadequate facilities such as laboratories, libraries, and classrooms.

He noted that out of more than 40 teachers at the school, only a few are on the government payroll, which puts extra pressure on the institution. Fr. Byaruhanga said the school has great potential to perform even better and compete nationally if the government improves its infrastructure.

The Headteacher, Julius Mugisha Kakwara, said the school currently has 43 teachers, with 28 on the government payroll and 15 paid by parents. He noted that paying teachers using school funds places a heavy burden on the institution.

He praised the 2025 candidates for their outstanding results. All 100 UCE candidates passed in Result One. At UACE level, the school registered its first student scoring 20 points, identified as Rosean Akankwasa. In addition, 16 students scored between 15 and 19 points.

Kakwara, however, highlighted several challenges affecting the school. He said no permanent structures have been built by the government, the teaching gap stands at 45.5%, and about 65% of teachers lack accommodation at the school. He added that the school has no main hall, insufficient classrooms—forcing some lessons to be conducted under trees and limited library and laboratory facilities.

He thanked the government for paying some teachers but called for urgent intervention to address the school’s needs.

The LC3 Chairperson of Buhunga Sub-County, Benon Mugisha, popularly known as Auntie, urged parents to equally support the education of both boys and girls. He emphasized that balanced education helps build strong families and communities.

Meanwhile, the Rukungiri District Catholic Education Coordinator representing Kabale Diocese, Ziine Narcisio, also called upon the government to take action and support the development of the school.
