NRM Flag Bearers in Rukungiri Fear Losing 2026 Elections if Dr. Kizza Besigye Remains Detained
Rukungiri: NRM flag bearers, NRM-leaning independent candidates, and members of the NRM district structure have asked President Yoweri Museveni to address the arrest of Col. Dr. Kizza Besigye when he visits Rukungiri District on 26th November 2025. They want him released, saying the situation may affect NRM candidates in the 2026 general elections.
The resolution was presented on November 14, before the NRM Vice Chairperson for Western Uganda, Asiimwe Jonard Akiiki, during the presidential visit preparatory tour meeting for Kigezi. The meeting brought together NRM flag bearers at all levels and district structure members at the Rukungiri District Council Hall.
As they waited for Asiimwe, who arrived at around 3pm, members drafted a number of resolutions to save time. These were presented by District NRM Mobilizer Brian Tumukunde. Among their demands were, separating the NRM District Executive Committee (DEC) meeting dates from other general NRM meetings, Prioritising NRM mobilizers for opportunities before opposition members, Timely funding of NRM mobilization activities, Increased consideration of youth in available opportunities, and the release of Col. Dr. Kizza Besigye, a born of Rukungiri Municipality.
They said there is growing fear and pressure among NRM flag bearers, especially those contesting within Rukungiri Municipality, that they may lose in the general elections due to Besigye’s arrest. They noted that voters frequently demand his release during campaign rallies of NRM candidates, giving opposition leaders an advantage.

In response, NRM Vice Chairperson Asiimwe Jonard Akiiki said he had taken note of the concerns and would discuss them with the authorities. When asked whether Besigye’s arrest may affect NRM candidates in the municipality and the district at large, he said it may or may not, but promised to brief President Museveni on the issue. He added that after receiving feedback, he would communicate it back to the leaders.
