Museveni Hails Parliament for Passing UPDF Bill to Try Armed Civilians in Military Court

National: President Yoweri Kaguta Museveni has congratulated Parliament for passing the Uganda People’s Defence Forces (UPDF) Amendment Bill 2025, which allows armed civilians who commit murder to be tried in the General Court Martial.

He made these remarks on May 21, during a meeting with leaders from the entire Greater Luwero area, currently underway at Timnah Nursery and Primary School in Mabaale Village, Luwero Town.

Museveni commended Members of Parliament who supported the bill, saying they had saved the country from the danger of shielding armed civilians and soldiers who commit murder from facing justice.

The President also criticized those who opposed the amendment, urging them to leave army-related matters to the rightful authorities. He asked them to apologize for what he called a grave mistake that could have led the country into chaos.

President Museveni emphasized that civilians who use guns to kill have, in effect, voluntarily subjected themselves to martial law and should be held accountable under military justice.
