Maziba Leaders Call for Sub-county Split to Improve Service Delivery and Security

Kabale: Residents and leaders in Maziba Sub-county, Kabale District, have called on the government to consider splitting the sub-county into smaller administrative units. They believe this would improve access to essential services and enhance security, especially in border areas.

The call was made on April 17, during Parish Development Model (PDM) sensitization meetings organized by the Kabale Resident District Commissioner (RDC), Godfrey Nyakahuma. The meetings aimed to review the impact of the PDM program in the area.

The LCIII Chairperson of Maziba Sub-county Onesmus Mutungi, and the LCII Chairperson of Nyanja Parish Godfrey Turyahikayo, led the appeal. They said residents face many challenges due to the vast size of the sub-county, including walking long distances to access healthcare, markets, education, and administrative services. They also noted that the large size has made it difficult to manage security, especially in areas near the Rwanda border, such as Kavu.

The leaders urged the government to split Maziba into smaller units to bring services closer to the people and improve security.

Speaking at the end of his 4-day PDM tour in the sub-county, RDC Godfrey Nyakahuma acknowledged the challenges. He said service delivery remains a struggle in large sub-counties like Maziba and supported the idea of creating more manageable administrative units.

However, when contacted, the Member of Parliament for Ndorwa County East, Hon Wilfred Niwagaba, said the creation of new administrative units is the responsibility of the district. He explained that in 2020, the Kabale District Council, under the late Chairman Patrick Besigye Keihwa, had approved proposals to split several sub-counties, including Kahondo and Nyanja from Maziba, Rweene-Buhara and Kabanyonyi from Buhara, Muyumbu from Kyanamira, and Kyobugombe from Kaharo. Unfortunately, the submissions were made late, and the Ministry of Local Government had already paused the creation of new administrative units.

He advised residents to be patient and wait until the government lifts the ban, after which the proposed administrative units can be officially created not just in Maziba, but across the entire constituency to improve access to services.
