
Diocesan Secretaries, HR Officers Attend Governance Training to Align with Church of Uganda Vision 2030
Kampala: Diocesan Secretaries and Human Resource Officers from the 39 dioceses of the Church of Uganda gathered at Namirembe Guest House for a one-day governance training. The session focused on strengthening leadership, enhancing human resource management, and aligning with the Church’s newly launched Vision 2030 Strategic Plan.
The training was organized by the Provincial Secretariat and attended by key administrative staff, including Human Resource Officers and Diocesan Secretaries. It aimed to build institutional capacity, harmonize administrative structures across dioceses, and improve staff welfare and retirement planning.
The session was officially opened on July 29, by the Archbishop of the Church of Uganda, The Most Rev. Dr. Stephen Samuel Kaziimba Mugalu. He emphasized the importance of servant leadership, integrity, emotional intelligence, and collaboration among diocesan leaders. He urged participants to support the formulation and implementation of Church policies, remain informed, and uphold unity within the Church.
Participants were reminded that the Church of Uganda is one of the country’s largest employers and must therefore prioritize staff development, proper administrative alignment, and consistent governance practices.

The Provincial Secretary, Rev. Canon William Ongeng, briefed participants on the Strategic Planning Framework launched on 31st March 2025 in Masaka, which was later disseminated online. He emphasized that this framework serves as a guide for all dioceses to align their local strategies with the Church’s overarching Vision 2030 goals.
Concerns were raised about the increasing number of petitions during bishop nomination processes, which have caused unrest in some dioceses. Diocesan leaders were urged to handle nominations with prayer, transparency, and strict adherence to the Church’s constitution and canons.
The Provincial Secretariat also encouraged dioceses to respond promptly to official communication, noting that timely feedback is a key indicator of good governance. Dioceses were reminded to begin preparations for the 28th Provincial Assembly scheduled for August 2026 by convening synods to nominate five representatives—namely, the Bishop, one Clergy, one Laity, a Woman, and a Youth—by the deadline of 31st May 2026.
Additionally, dioceses were requested to submit names and CVs of professionals eligible to serve on various Church of Uganda boards.
The morning devotion was led by Rev. Canon Dr. Paul Kakooza, Director of Education Services. Drawing from biblical texts, he encouraged participants to remain firm in their calling, acknowledging that church leadership comes with challenges and responsibilities that require both resilience and faith.
